19 of Medvedev's 21 titles have been achieved on hardcourt
A comeback the Russian player secured his initial trophy for over two years with a win over opponent Moutet in the tournament title decider.
Medvedev, a former top-ranked player, has had a torrid season, managing just one match at the major tournaments and suffering a setback at the US Open.
The player's unpredictability on the professional circuit - and struggles with his serving in particular - resulted in him falling of the elite rankings and ultimately splitting with long-term mentor his previous coach.
Now working with Johansson and Rohan Goetzke, the tennis star has steadily advanced in the recent weeks - peaking in a tightly fought competitive victory over challenger Moutet.
This marks his first trophy following the 2023 Rome Masters and first on a hard court after March of the previous year.
Success also indicates the Russian has achieved 21 championships at 21 distinct events.
"This marks the first occasion I'm at a event with my both daughters at once, so to win a trophy is particularly special," said ranked player Medvedev.
"This title is in honour of my second daughter Victoria, because the initial championship I won when my older daughter my daughter was delivered was for her."
The tennis star, the former major winner, had lost his previous six title deciders, featuring in Halle earlier this year.
Medvedev's counter-punching play style and recurring emotional displays on the playing surface had led some to doubt if his skill to perform at the elite level was finished.
However the 29-year-old has made changes in recent weeks, making an effort to approach the net and perform aggressively, supported by an better serving game.
Medvedev fought back from a deficit in the opening set against the difficult Frenchman, taking 4 of the concluding five exchanges to go ahead.
Both players exchanged breaks in the following set before the Frenchman, striving for his initial professional championship, gained dominance to force a third set.
The opponent saved four early chances in a competitive deciding set before Medvedev secured a break to fifteen to close out the victory.
Fittingly, Medvedev earned the win with a point at the net area, with Moutet failing to handle a shot after over two and a half hours.
